An incentive is a must. I’d also recommend keeping with a reasonable promotion to good content ratio, something like 3:7.

In regards to making a review copy their is another option offer you can do. HP has a service called MagCloud. It basically allows you to create your own magazines that they will print and send to whomever for a small fee, 20 cents a page.
